If you see a HUD sign in the front window of a home, it means that the home is being readied for sale. These signs are placed in homes after the initial inspection by the HUD property manager.
When it is available, it is on the web site. If the home is not on the site, it is either not for sale yet OR it is sold but not closed. In either case, a broker is not allowed to enter the property unless it is listed on this site.
